"Phantom Beast General Scorch, with the Spirit of the Avalon Dragon!"
Scorch is The Leader of the Phantom Beasts and posesses the Avalon Dragon Animal Spirit. His goal is to make Dai Shi become their new leader and become the Phantom Beast King. He is the first to suspect that Dai Shi is losing control over Jarrod's body. He possesses Rinzin power.
Along with Whiger, Snapper, and five other Phantom Beasts they had attempted to overthrow Dai Shi during the beast war. The resulting feud had caused the attack on the humans to stand on weak ground. With the finding of the Crystal Eyes in which the Generals were contained they resolved to ally completely with Dai Shi, plotting to make him Phantom Beast King and eliminate his humanity, ensuring the success of the Final Beast Wars. With Snapper, he attempts to have Camille destroyed. This puts him at odds once again with Dai Shi. With Dai Shi and Jarrod, his host separated, he battles the Rangers, Jarrod and Camille and is wounded. he returns with Dai Shi and hordes of villains to face off against the Power Rangers, the Masters, Jarrod and Camille but is ultimately destroyed along with Dai Shi's army by the Pai Zhua Masters.

Scorch is a third of the concept of his original Sentai counterpart. The other third of the concept was used for Dai Shi (the golden dragon spirit concept), while the remaining third (the human part) was left unadapted for Power Rangers.
