General Norquist
General Norquist is the head of the NASADA Mission Control center. Justin Stewart was sent by the former Turbo Rangers to negotiate for the use of a shuttle to send the Rangers into space. After two guards stopped Justin from confronting Norquist, he told the General about the attack on Eltar and that the Rangers needed a space shuttle to save Zordon. During the shuttle launch, he allows Justin to contact the other four Rangers from the ground.
