Commander Sanjuurou Sugata is a scientist and martial artist who founded the team. A wise man who excels in mental reinforcements and every martial art. Sugata had discovered the existence of the Underground Empire Tube, which at the beginning, was pacifist. With the ascent of Zeba to the power it started to desire the conquest of the world. A mysterious man, it was he who fought against Takeru one year before he first transformed into Red Mask. He is owner of Sugata Racing, a Formula 1 team where Takeru is the driver.
In the Philippine Dub, he was called as Commander Samuel or simply as Director Samuel and is voiced by Kuya Eddie.

- Commander Samuel Sugata was used as his name in the Philippines (as Tagalog dubbing). Although in the dub, he was called as Director instead of Commander.
